Pull the hood release and have someone yank up really hard with both hands on the hood. If that doesn’t work, take it to a body shop, or risk doing more damage to it.
Once it is opened, make sure the striker lines up with center of the latch. You can adjust it a little with the bolts on the latch or bend it with a prybar/screwdriver until it lines up.
